Fraud, by unethical staff or dishonest citizens, represents an ever present threat to the integrity of an organization. The threat comes in many forms, from petty pilfering of small amounts of money to massive frauds involving billions of Naira. Whilst the cancerworm is often difficult to eradicate completely, it has been discovered that using a range of techniques, it can be prevented, detected, investigated and ultimately controlled by serious minded, accountable and transparent government.
